A national center that will test and evaluate the performance of agricultural and fisheries machinery to enhance the productivity of Filipino farmers and fisher folks
The Agricultural Machinery Testing and Evaluation Center (AMTEC) was established in 1977 by virtue of a Memorandum of Agreement between the Department of Agriculture (DA) and the UPLB. This is to address the need for an official testing agency to promote a self-re- liant agricultural machinery industry that would cater to the needs of the Filipino farmers.
On June 5, 2013, Republic Act No. 10601, otherwise known as the “Agricultural and Fisheries Mechanization (AFMech) Law”, was signed by President Benigno Simeon Aquino III. The law designated AMTEC as the premier and reference testing center of agricultural and fisheries machinery in the country. The law further said that AMTEC shall assist in the formulation of quality, safety and performance standards of agricultural and fisheries machinery and provide technical assistance in the establishment of testing centers in other parts of the country (Article VI, Section 27).
Testing and Evaluation
AMTEC was designated as the secretariat for the development of agriculture and fisheries machinery standards by the Department of Agriculture (DA) as stated in Rule No. 59.3 of the Implementing Rules and Regulations of Republic Act No. 8435 (AFMA).
It is the only recognized test facility of agricultural and fisheries machinery in the Philippines. Since 1993, the DA required that ‘all agricultural machinery and equipment being offered by suppliers, dealers, and manufacturers should have been tested by AMTEC...' (DA Memo No. 1, March 8, 1993). At present, the process of procurement of agricultural machines by DA, following the Republic Act No. 9184 (Government Procurement Reform Act of 2002), requires that agricultural and fishery machines undergo AMTEC tests.
- To establish standard specifications, test procedures and performance indices for agricultural and fisheries machinery
- To test and evaluate agricultural and fisheries machinery under established standard specifications, test procedures, and performance indices
- To train students, technicians and engineers on standards development and test and evaluation of agricultural and fisheries machinery
- To publish and disseminate standards and test results of agricultural and fisheries machinery in print and electronic media.
Since 2000, AMTEC produced nine volumes of PAES (Philippine Agricultural Engineering Standards) consisting of 208 standards for general procedures, rules for structure and metrication, production machinery, postharvest machinery, engineering materials, agricultural structures, and slaughterhouse equipment. AMTEC organized the development of these standards through several grants from government agencies.
These standards, upon adoption by the DA and the Board of Agricultural Engineering of the Professional Regulations Commission, are to be used in the preparation and monitoring of specifications and test and evaluation of the performance of agricultural and fisheries machinery and serve as technical reference by all agricultural engineers in the signing and sealing of plans, design and specifications, and other related works in the practice of the agricultural engineering profession.
AMTEC maintains a website (http://amtec.uplb.edu.ph) which provides an effective window of communication of AMTEC with its clients. In addition to the basic information about AMTEC, test applications and schedules, public hearing for standards development and other important activities involving AMTEC are announced, while standards (PAES) and other documents are made available for download.
As of 2013, AMTEC had already tested more than 2,350 agricultural and fisheries machinery like prime movers, irrigation machinery, production machinery and postharvest equipment.
